The liquid would be the milk, half & half  or whatever medium you are going to use for making the yogurt.
You want the liquid to be less than 110f, so you don’t run the risk of killing off the l. reuteri.

I’m a confused, 2 tablespoons doesn’t seem like enough liquid to make yogurt...Was a PDF ever created for the recipe

Sorry.  My reply didn’t take for some reason..

I was going to say take care with a rice cooker..  It will be too hot unless it has a "keep warm " setting ,that is between 100 & 110F...

The oven should be a great low cost option if you can make sure your temp is pretty constant during the brewing period..
